It's Dig Dug, a.k.a. "Taizo Hori" (shrug) from the game "Namco X Capcom", a strategy RPG featuring a bunch of old characters from both publishers. Not something I tend to care about, but I got a kick out of that particular bit.

(Sorry I totally freaked when I saw your icon.) I was surprised he was the Dig Dug guy, too -- was there ever a later version of DD where he was more detailed?

He had those red chevrons on his outfit in the original cabinet art, I recall, but he otherwise didn't look much like this guy.

I learned through Wikipedia there's a new series of puzzle games by Namco called "Mr. Driller" which feature his son, and apparently he has supporting roles in those, complete with that soul patch. So there you go.

My first thought when I saw the picture was actually Mr. Driller, but I decided that wasn't sufficiently old-school. I didn't know that Dig-Dug and Mr. Driller were related, though.
