It'd have to be sentences; writers generally don't care about layout, other than length. (Boy, it's been a good long time since I've cared how long a piece of text was in column-inches.) The editors who are in charge of filling columns might indeed have a rule like that, but it's then their job to nudge around the existing text to make it fit the space, and that would have a style guide of its own.
