It's the Cone of Tragedy, which daerr gave to me ages ago as a Yankee Swap thing. He found it for sale, by itself, for a dollar, with no explanation. Nobody's really been able to figure out what it is, other than an empty cone made of prickly brown wicker.
Wind chime is as good a theory as I've ever heard.
