What movie is this

Years ago I tuned in randomly to a black-and-white picture on TV. It was both horrible and fascinating... some kinda mid-20th century "shock" flick. Some images I saw today brought it to mind again. I only caught the last half of it, though. What was it?
Characters inlcude:
* Some nasty crazy kid
* Some nasty crazy dude
* Some nasty crazy chick
* Some old guy
* Some lady
* A house
Events include:
* The three NC people lock the lady up in a cage inside the house
* The lady protests that she is a human being! The NCs mock her, and say things like "Hey, come look at the human! We caught us a human!"
* The old guy wanders around muttering about what jerks the NCs are until kid stabs the old guy to death and says something like "Looks like it's old Sparky for us, eh?"
* The bond between the NCs starts to come apart when the chick suggests that the kid join her in the bath, which makes dude angry
* The dude gets gorily blinded somehow and then walks in front of a truck and gets creamed. THE END.
The movie was better than these bits make it sound. I thought it was pretty cool, at the time.
