I know you're not a fan of 'white-listing' but I've heard of some service called 'grey-listing'. Not sure if that's any better or if it suffers from the same fundamental flaws.

You should plot this data in a chart -- actually -- too late.

Facetious question or not -- I considered a trend line however I don't have any reason to suspect this curve will be linear. It's quite possible this graph could go something like this:
