Beware the evil brains

Update: In the classic arcade game Robotron: 2084, one of the bad guy robots, the Brain Robotron, could turn people into progs, which the designer said were "harmless, if lobotomized, humans".

I like it.

How can we reconcile the designer saying the humans lobotomized by the Brain Robotron were harmless with the changed humans zooming after you and making you lose a life if they hit?
