French. It's from the cartoon series Spartakus and the Sun Beneath the Sea, orginally known as Les Mondes Engloutis.

The pirates where the show's consistent foils, and nearly every time they showed up they would launch into part of all of this bit. Here's another (somewhat mis-synched but) extremely catchy musical thing featuring the show's animal mascot characters and yet more somewhat strained translation. (They are supposed to be pangolin.)

I didn't know the girl pirate's name was "Mass Media" until watching this now. She pronounces it weird here, and the phrase wouldn't have meant anything to me ~25 years ago, anyway.

Hmm... I am starting to want to watch this show again for reals now.
